9.11. The Georgian SSR considers the development and implementation of environmental protection measures at the regional level to be one of the ways to overcome the environmental crisis. Local self-government bodies are granted unlimited rights, and they are responsible for monitoring the protection of land, forests, water, air pollution, rational use of minerals, complete restoration of the destroyed environment; on the basis of competent environmental expertise of construction projects in the region of social and other facilities, local self-government bodies are granted the right to adopt restrictive sanctions and suspension the project. No object that violates the ecological balance of this or neighboring territory will be allowed on its territory. Revenues from environmental sanctions are credited to the local budget.
9.12. The financial base of economic and social development, self-financing and self-government of the viutrirepublican regions are independent budgets of state and local self-government bodies. Financial relations defined by law are established between the budgets of the regions and the republic. The sources and procedure for the formation of the regional budget are established on the basis of the legislation of the republic differentially, taking into account the peculiarities and priorities of the region.
The budget of the region is spent on the maintenance and development of its social infrastructure, the implementation of local events, as well as republican economic, social, cultural, environmental and other programs provided for on its territory, on the creation and development of its own and mixed enterprises, the maintenance of government and local government, on subsidies from lower budgets to create reserves and local special funds, as well as to cover other expenses provided for by law.
Taking into account the regional peculiarities of Georgia, it is advisable that the regions, as well as geographically nearby villages and small towns, independently cooperate their funds for the implementation of projects and activities of economic and social programs of interregional significance (construction and operation of health facilities, sports, tourism, secondary and vocational education, science, trade, consumer services, environmental protection etc., power lines, roads, water pipes, joint ventures, etc.).
15. Relations with other Union Republics
15.1. The relations of the Georgian SSR with other Union republics are carried out in the following areas:
— legal and political relations with the bodies of state power and administration of the USSR and other Union republics;
— economic relations (property, budgetary, monetary circulation, commodity turnover, communications and transport, etc.);
— social and humanitarian relations.
15.2. The relations of the Georgian SSR with other Union republics are regulated by agreements ensuring equality, mutual benefit and interest. Enterprises and organizations of the Georgian SSR are developing partnership cooperation with relevant enterprises and organizations of other Union republics.
